    JOB TITLE: Director of Financial Services
    CLASSIFICATION: MAISD Administrator - Professional
    REPORTS TO: Associate Superintendent for Administrative Services
    SUPERVISES: Senior Financial Services Specialists, Financial Services Specialists and Business Services Staff
    GENERAL JOB FUNCTION:
    Director of Financial Services directs the flow and oversees the ongoing accounting, bookkeeping and recordkeeping functions of the department. She/he also directly fulfills a wide range of business related tasks and ensures that all departmental work is accomplished according to established standards and applicable timelines.

    MINIMUM QUALIFICATIONS:
    1. No physical or mental restrictions that would, with reasonable accommodation, prevent performance of the essential job functions and responsibilities.
    2. Possession of a Bachelor's degree or better in accounting, business administration or a related field.
    3. At least three years successful experience in a school or service agency as an accountant or bookkeeper.
    4. At least three years successful experience as a supervisor of accounting or bookkeeping personnel.
    5. A working knowledge of Generally Accepted Accounting Principles, State School Accounting Manual, personal computers and spreadsheets.
    6. Planning/Organizational Skills – The Director of Financial Services requires strong organizational skills to ensure that workflow remains smooth, is coordinated appropriately and is completed in a timely fashion.
    7. Problem Solving Skills – The ability to recognize, analyze and propose solutions to departmental operational problems is very important to this position.
    8. Multi-Tasking Skills – An ability to simultaneously work with various staff and to coordinate multiple grants within the MAISD is essential.
    PREFERRED QUALIFICATIONS:
    1. Possession of a Master's degree in accounting, business administration, finance or a related field.
    2. Certified Public Accountant (CPA).
    3. MSBO Chief Financial Officer (CFO) certification, or eligible to obtain such certification.
    ESSENTIAL FUNCTIONS:
    1. Prepares and monitors annual District budgets and related amendments throughout the year.
    2. Prepares final grant closeouts and reimbursement requests as determined by state or other grant providers.
    3. Provides direct assistance to auditors engaged in the examination of District books, accounts, business procedures, etc.
    4. Provides consultation to local district personnel in matters pertaining to school accounting procedures, reporting requirements, etc. Remains current in Michigan school accounting procedures and principles.
    5. Works with local districts in school accounting and reporting issues and suggests improvements in accounting systems and procedures.
    6. Audits various local district reports for accuracy, resolves discrepancies and submits reports, as required, to the Michigan Department of Education.
    7. Works closely with MAISD directors and consultants in federal project budgeting, accounting and bookkeeping, as well as in the preparation and monitoring of budgets for a range of grant applicants and awards.
    8. Maintains accuracy of grant records throughout the grant periods. Works with consultants and directors to amend budgets as needed.
    9. Assumes responsibility for investment transfers and transactions for the district.
    10. Prepares periodic and end-of-year financial statements which accurately reflect the financial condition of the district.
    11. Reviews and approves accounts receivable, bank reconciliations, monthly balances, journal entries and other critical accounting functions.
    12. Oversees and coordinates the activities of the Senior Financial Services Specialist, the Financial Services Specialists, and other Business Services positions.
    13. Supervises the various accounting, bookkeeping and recordkeeping functions of the department, including but not necessarily limited to:
    a. Payroll preparation
    b. Journal entries
    c. Accounts receivable
    d. Purchasing
    e. Accounts payable
    f. Fund transfers
    g. Cash receipts
    h. Employee benefits
    i. Inventory control
    j. Computerized accounting/records
    k. Bank statements
    l. MUNIS security and account access
    14. Assists local business managers with specific problems/areas of need pertinent to their districts.
    15. Conducts trainings for staff and local districts related to various accounting and cost management issues.
    16. Complies with record retention guidelines as determined by the state.
    17. Performs such other tasks and assumes such other responsibilities as may be assigned by the Assistant Superintendent for Administrative Services.
    NOTABLE PHYSICAL REQUIREMENTS:
    Some light lifting and moving of supplies or equipment may occasionally be required.
    TYPICAL WORK ENVIRONMENT:
    Most work is performed in a general office environment.
    EVALUATION:
    Employees in this classification are evaluated according to current Board policy.
    OPPORTUNITY FOR ADVANCEMENT:
    Advancement would only be, with proper credentials, to the Assistant Superintendent position.
    WORK LOCATION(S):
    This position is based at the Muskegon Area Intermediate School District administrative office building.
    TRAVEL/OVERTIME EXPECTATIONS:
    Overtime is not an option for employees in this classification. Some travel is to be expected, both within the county and elsewhere within the state.
